San Francisco flash flood warning issued as atmospheric river storm soaks Bay Area

An atmospheric river brought heavy rain to Northern California, prompting a flash flood warning for San Francisco and parts of San Mateo County. Residents were urged to move to higher ground as flooding was deemed life-threatening. Another warning was issued for northwestern San Mateo County.
