Republican Senate candidate Eric Hovde is refusing to concede to Democrat Sen. Tammy Baldwin in Wisconsin, citing "voting inconsistencies." Hovde may seek a recount despite trailing Baldwin by less than 30,000 votes. Democrats criticize Hovde for spreading baseless claims.
