Putin lowers the bar for using nuclear weapons in new warning to the West

Russian President Vladimir Putin has lowered the threshold for the country's use of nuclear weapons in response to the U.S. allowing Ukraine to strike inside Russia. The updated nuclear doctrine permits a nuclear strike if Russia faces an attack by a non-nuclear state supported by a nuclear power.
