Pope names 21 new cardinals, significantly increasing pool who will one day elect successor

Pope Francis appointed 21 new cardinals, strengthening his influence on the College of Cardinals. The appointees include heads of major dioceses in South America. The new cardinals will be elevated in a ceremony on Dec. 8, with the majority named by Francis.
