Brooklyn bar owner, Shamel Kelly, claims that James Caban, the twin brother of ex-NYPD Commissioner Edward Caban, tried to extort $2,500 to resolve police issues. City Hall staffer Ray Martin facilitated the arrangement, leading to Kelly shutting down his bar.
