Ford agrees to pay up to $165 million penalty for moving too slowly on recall

Ford Motor Co. will pay a $165 million penalty for delays in a recall and inaccurate information. The National Highway Traffic Safety Administration imposed the second-largest fine in its history. Ford must pay $65 million, spend $45 million to comply with the law, and $55 million is deferred.
