Video released by COPA shows a police shooting in Chicago that left a man paralyzed in 2022. Officer Ruiz shot Raymond Comer, claiming he was armed, but Comer denies it. Comer is now suing the city for excessive force. Ruiz faces firing over another fatal shooting.
