Despite the government shutdown, negotiations are ongoing for Trump's student-loan repayment overhaul. New borrowing caps and repayment plan changes are being discussed, including eliminating the Grad PLUS program and introducing new caps for graduate and professional students. The Department of Education aims to implement these changes by July 2026.
