Inmate who was beaten in back of patrol car in Arkansas has filed federal lawsuit

An inmate in Little Rock, Ark. filed a lawsuit against a former police officer and police chief for violating his rights. The officer was caught on camera beating the inmate in a patrol car. The lawsuit alleges the police chief knew of the officer's violent history.
