Canada's Trans Mountain oil pipeline expansion has had little impact on U.S. West Coast refinery costs. Most of the increased oil flow has been exported to Asia, surprising industry expectations. The influx of Canadian barrels may lead to reduced Alaskan North Slope prices for West Coast refiners in the future.
