Republican Sen. Markwayne Mullin of Oklahoma has delayed the promotion of Lt. Gen. Christopher Donahue, the last U.S. soldier to leave Afghanistan. Mullin wants the new Congress and Donald Trump to review the promotion due to Donahue's involvement in the 2021 U.
